ChatGPT usage limits change — what it means for your business

“This will enable you to move from exploring an idea to having ChatGPT carry it through, all in one place.”

— OpenAI, email to users, as quoted by TechCrunch

What happened

ChatGPT usage limits are about to change: starting in December, OpenAI’s Plus, Pro and Business plans will share a single token budget across ChatGPT and Codex, The Decoder reported on November 1, citing an updated OpenAI support page. The shift comes as OpenAI prepares to merge ChatGPT’s Chat and Work tabs into one experience, according to an OpenAI email reported by TechCrunch on November 2, 2026.

Today the ChatGPT desktop app has separate ChatGPT and Codex sections, and ChatGPT itself splits into Chat and Work tabs. In the merged version, users can bring in files and plugins, ask ChatGPT to build a website, create a presentation or carry out tasks on the web, and review and steer the work as it goes. TechCrunch reports the combined experience will go to select users for feedback before a wide rollout. Codex stays a separate experience inside the desktop app, but it will draw from the same allowance.

The allowance is measured in tokens, the unit for how much information a model processes and generates. More complex models and tasks burn through it faster, while chats with Instant models don’t count toward it. When people reach the limit, they can wait for a reset, upgrade, or buy extra credits, and they can check their remaining balance and reset times in Settings.

OpenAI told users that most people won’t be affected, though TechCrunch notes that some may need to wait for resets more often, depending on their usage and the model they choose. The Decoder also notes that OpenAI recently doubled usage limits on its higher-priced plans. The reports we reviewed don’t give a specific day in December or list the size of the allowance per plan.

FuzeForth’s take

For most small businesses, this won’t feel like much on day one. Someone asking quick questions in ChatGPT should notice little. The change matters for the people on your team who have started handing ChatGPT longer jobs, such as research, reports, slide decks and code. That agent-style work is what consumes the budget, and from December it comes out of one shared budget. A developer’s heavy Codex day could eat into what that same person has left for ChatGPT.

The bigger signal is about how you budget for AI. The Decoder reads this as the end of all-you-can-prompt pricing, and we think that’s a fair way to plan even though the Instant exemption keeps basic chat outside the meter. Treat AI usage like any other metered business cost: it depends on who uses it, for what, and on which model. If a client deliverable or daily process depends on a ChatGPT agent, hitting a limit mid-job is a real operating risk, so that process needs a fallback.

What to do before December: First, ask your heaviest users what they run in Work and Codex and how often they hit limits today. Second, check the usage view in Settings during a normal week so you have a baseline. Third, set a simple team rule for which tasks deserve advanced models and which can stay on Instant. Fourth, if you’re on a Business plan, ask OpenAI or your admin how the shared allowance and extra credits work across seats, since the reports we read don’t spell that out. If you’re moving from experiments to real processes, it’s worth designing AI agents for your business around clear costs and limits, and looking at where AI automation for daily operations should not depend on a single chat subscription.

Key points

  • OpenAI is also merging ChatGPT’s Chat and Work tabs, first with select users and then more widely.
  • Advanced models and complex tasks use the budget faster, while Instant chats don’t count toward it.
  • OpenAI says most users won’t be affected, but heavy users may wait for resets more often.
  • At the limit, the options are to wait, upgrade or buy credits.

Frequently asked questions
